The text connects research, universities, parks, industry and public services. We distinguish original R&D, adoption of existing technology and market expansion. Research may require technical validation and matching funds; adoption needs measurable returns and execution. IP, team capability, regulatory validation and cash flow matter more than an AI label.
Paragraphs 2.38–2.57 connect research institutions, three technology parks, industrialisation, AI, healthcare innovation and talent. Science Park, Cyberport and Hetao have different roles. AI adoption is not automatically R&D. Box 16’s proposed digital-transformation enhancements require separate application rules; talent directions do not change visa scoring.
Paragraphs 3.1–3.12 describe San Tin, Hung Shui Kiu and Ta Kwu Ling university towns with distinct research, applied-education and arts/green-blue roles. Education land and surrounding development areas have different scopes. Maps show plans, not completed campuses or land entitlements for startups.
Paragraphs 3.13–3.19 allocate research, piloting, industry and logistics functions across northern sites. Box 26 mixes awarded land, construction and future schedules; these are not all operational facilities. Collaboration depends on platform access, tenders, land arrangements and partner agreements.
Paragraphs 6.17–6.21 cover civil-service capability, performance, staffing and digital government. Boxes 42–43 include housing systems, enforcement, iAM Smart and corporate digital identity. A 2028 integration target is not current universal availability; suppliers need actual interface, tender and data-access terms.
Teams facing genuine technical uncertainty can budget experiments, prototypes and customer validation separately. Existing ESS and HKSTP incubation may fit; they are not automatic grants created by this plan.

Accounting, inventory, support and document automation may generate demand. Buying software is different from researching new technology; solo operators should not present ordinary AI use as R&D eligibility.
No verified direct application entryEditorial analysis · Planned direction
Students can prioritise transferable skills; researchers can frame industry problems; businesses can prepare internship, validation or licensing partnerships.
No verified direct application entryEditorial analysis · Planned direction
Businesses can develop auditable workflows, accessible interfaces and security testing. Reform may create demand, not a vendor appointment or live tender.
Enhancement notice and stated company, founder and support terms checked; revised terms and intake need confirmation.

Research coverage
The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
Independent summaries, analysis and suggestions are not legal, tax or investment advice and do not guarantee funding, visas or returns. Consult the official documents and applicable implementation rules separately.
