What the plan says
University towns are linked to research-industry platforms, future-oriented education and skills. Planned land and targets are not currently available places or laboratory slots.
Editorial analysis
Students can prioritise transferable skills; researchers can frame industry problems; businesses can prepare internship, validation or licensing partnerships.
Conditions and preparation
Admission, laboratory access, IP and employment terms are institution-specific. Campus expansion does not relax IANG or other visa rules.

Campus construction takes time. Avoid paying for unconfirmed courses, leases or relocation based on targets.

Research coverage
The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
