A route for highly skilled or talented people to settle and develop in Hong Kong, usually without first securing a local job offer.

QMAS

QMAS is designed for applicants with strong education, professional experience, language ability, income, business background or exceptional achievements. The General Points Test suits most professionals, while the Achievement-based Points Test is reserved for applicants with highly recognized accomplishments.

Who it fits

  • Applicants with master’s or doctoral education, professional credentials or high-skill backgrounds
  • Professionals with strong experience, language ability, income or business background
  • Applicants with internationally, nationally or industry-recognized awards

Assessment route / category

  • Assessment is available through the General Points Test or the Achievement-based Points Test.
  • The General Points Test suits most professional applicants and considers multiple criteria.
  • The Achievement-based route has a very high threshold, such as Olympic medals, Nobel prizes, national or international awards, or proof of major contribution to a field.

Stay arrangement after approval

  • Successful applicants under the General Points Test are usually first granted 36 months of stay.
  • Successful applicants under the Achievement-based Points Test are usually first granted 8 years of stay.
  • Eligible dependants may accompany the applicant.

Extension direction

  • Extensions usually require evidence that the applicant has settled in Hong Kong and contributed to Hong Kong.
  • Applicants who have stayed in Hong Kong for at least two years and had assessable employment income of HKD 2 million or more in the previous year of assessment may usually consider a longer extension pattern.
  • After ordinarily residing in Hong Kong for a continuous period of not less than 7 years, an applicant may apply for Hong Kong permanent resident status according to law.
