What the plan says
The plan proposes research and commercialisation reforms, technology parks and institutions, and enterprise R&D.
Editorial analysis
Teams facing genuine technical uncertainty can budget experiments, prototypes and customer validation separately. Existing ESS and HKSTP incubation may fit; they are not automatic grants created by this plan.
Conditions and preparation
ESS assesses eligible Hong Kong companies and matched R&D projects. HKSTP incubation expects a prototype/MVP in its technology scope. Programme-specific terms still apply.
Suggested action
Document technical risks, IP ownership, work packages and cash runway before approaching ESS or HKSTP. Do not invent R&D spending merely to qualify.
Costs and risks
Matching cash, audits and reviews consume runway and staff time. Never assume the same expense can be claimed twice.

Research coverage
The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
