The plan links finance, trade networks, productivity and public infrastructure. Fund sizes, public investment and applicant-level grants are different measures. Our analysis focuses on real customers, supply chains and capital needs, not guaranteed returns; trade friction, construction delays and financing costs may counteract opportunities.
Paragraphs 2.2–2.15 cover offshore renminbi, wealth and risk management, securities markets, commodities, Finance+ and safeguards. Box 3 describes fund-level capital mobilisation, not grants payable to each company. Digital assets, IP finance and cross-border services depend on separate regulatory and market rules.
Paragraphs 2.16–2.26 cover higher-value maritime services, green fuels, aviation networks, aircraft components, sustainable aviation fuel and low-altitude applications. Boxes 4–11 set out goals and cooperation. Sandbox X is a testing framework, not funding; routes and standards require regulatory confirmation.
Paragraphs 2.27–2.37 connect trade networks, headquarters attraction, outbound business, professional services, CEPA and digital trade. Electronic documents and e-commerce may create demand, but proposed market access is not an enacted relaxation. Firms can prepare market and compliance evidence without assuming subsidy eligibility.
Paragraphs 3.20–3.25 combine development reform, land, housing, transport and local services. Land-premium and two-envelope tender arrangements depend on their actual terms. Some Box 27 transport milestones fall in 2033–2035, beyond this plan’s period.
Paragraphs 5.62–5.70 span energy, buildings, transport, waste, hydrogen and biodiversity. The 2035 and 2050 goals extend beyond the plan. The Green Tech Fund is explicitly mentioned, but green branding alone does not establish eligibility; research differs from equipment adoption.
Teams facing genuine technical uncertainty can budget experiments, prototypes and customer validation separately. Existing ESS and HKSTP incubation may fit; they are not automatic grants created by this plan.

Accounting, inventory, support and document automation may generate demand. Buying software is different from researching new technology; solo operators should not present ordinary AI use as R&D eligibility.

Multinationals can assess Hong Kong platforms; growing firms can prepare institutional-investor materials. Small intercontinental businesses may also fit: geography is not company size.
Enhancement notice and stated company, founder and support terms checked; revised terms and intake need confirmation.
