The document presents executive-led governance, national alignment and institutional reform as foundations. These political assessments are attributed to the plan. Practical questions are responsibility, implementation rules, budgets and procurement or application channels. Annual policy and budgets, mid-term and final evaluations do not mean delivery is complete. Our quarterly review is not an official government timetable.
Paragraphs 1.7–1.13 state principles covering One Country, Two Systems, livelihoods, executive leadership, reform, markets and government, security and practical planning. Footnote 1 explains the government’s coordinating role. These directions do not themselves create new legal duties.
Paragraphs 4.1–4.30 cover research, connectivity, standards, cross-border flows, social services and cooperation zones. Recognition and facilitation measures are at different stages. Health-data exchange is explicitly conditional on security, privacy and both jurisdictions’ laws, not unrestricted data transfer.
Paragraphs 6.17–6.21 cover civil-service capability, performance, staffing and digital government. Boxes 42–43 include housing systems, enforcement, iAM Smart and corporate digital identity. A 2028 integration target is not current universal availability; suppliers need actual interface, tender and data-access terms.
Paragraphs 6.22–6.26 emphasise accountable delivery, interdepartmental coordination, anti-corruption and district governance. Businesses should preserve conflict-of-interest, tender and delivery records. Efficiency objectives do not waive procurement or integrity requirements.
Paragraphs 7.1–7.5 link strategic planning to annual Policy Addresses, Budgets and reporting, with monitoring, mid-term and final evaluation. These remain separate documents. This site’s quarterly review is an editorial maintenance process, not an official quarterly evaluation or evidence of implementation.
Small intercontinental firms and freelancers can assess translation, certification preparation, logistics integration and digital-document services. These are potential customer needs, not automatic market access.

The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
