Major Objectives (with major indicators)
Five objectives cover the economy, international competitiveness, the Northern Metropolis, well-being and national integration. Of 22 indicators, five are binding. Innovation expenditure is broader than R&D; its 3% ambition is for after 2030. Carbon-intensity baseline and target use different reference years.
