Paragraphs 5.51–5.54 propose AI job matching, targeted support, managed labour importation, review of new employment models and safety technologies. Studying legislation does not enact it. Employers and independent workers must still use current contracts and applicable law.

Research coverage
The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
