Paragraphs 5.32–5.40 address subdivided units, public rental and subsidised-sale housing, land reserves, renewal and resource monitoring. Targets use different five/ten-year and fiscal/calendar periods. Resident eligibility and construction procurement require separate verification.

Research coverage
The Traditional Chinese text was read page by page. The English cover, contents and entry points were checked, not a sentence-by-sentence bilingual comparison. All 22 major indicators are structured; 83 additional work indicators announced by the Government are not individually tabulated yet. Maps were inspected, not converted to geospatial data. No separate annex was found; subsequent documents are not exhaustively covered.
